Norris, Tennessee
Nestled in the scenic hills of East Tennessee, the City of Norris was planned and built by the Tennessee Valley Authority in 1933-34 under the direction of the internationally renowned urban planner, Earl S. Draper. The city was designed on the "garden city" concept which was popular in small cities in the contemporary English countryside. Today, a greenbelt surrounds Norris to protect the city's original flavor.
For its first 15 years, Norris was a "government town" completely owned and operated by TVA. In 1948, TVA declared Norris to be "surplus property" and sold the city at public auction to a private land developer for $2,107,500. In 1949, the City of Norris was declared an incorporated municipality by Special Act of the Tennessee General Assembly.
